I dont think so, Merkel wants to leave with a big accomplishment to her name, so she will try to do as much as possible in these 6 months and her remaining time as chancellor. Question is if she will succeed or if it will fail due to member states not going along.

It's actually both.
The EU doesn't have the powers to do what it is supposed to do.
But it does have the powers to interfere with national affairs that they should keep out of.
They want to act like a European government. But they don't want the political responsibilities towards the people that come with it.
