The capital adopting the national identity instead of the regional one is common everywhere. They either identify with the city itself or with the whole country.

England is a national identity, it's not just regional like Bavaria or something

I identify as British as a native of Britain but I don't support the UK. Britain and the UK are two different things.

It's not only that. Dwellers of the capital often never leave the city, they don't have strong ties with the rest of the region. Also regions like Île-de-France and Lazio have no regional identity, they're just made of satellites of the capital.

England is more than 1000 years old and London has been it's capital for almost all of it, the UK is only 300 years old.

People in Northern Ireland can play for GB or Ireland, so it's clearly not entirely divided amongst nation-state lines

Not independence, but devolution. English votes for English laws.

That's something that de facto predates the Good Friday agreement and even then Norn Irons always have the choice between the UK and the ROI.

300 years are more than enough to change the identity of one place. London got people from Scotland, Ireland, Wales and the former colonies, it's normal for it to identify more with Britain than with England.
