I live in the good part so it's only whites around me but most of the city is extremely diverse.
In the center of the city, you'll see more non-whites than whites in the street.

Do people actually use them?

In the most Central part it's mostly commercial buildings so not many people live there. There's some apartment areas but it's not that many people in total. In the residential parts of the central city, only whites live because it's expensive but people still take trams into the center so it's filled with non-whites in the street.

Yep, I ride my bike all year, everyday. So do thousands of people around town.

The city clean the bike racks and remove abandoned bikes now and then so yeah, people use them. Otherwise they would be gone.
