Me personally, from all the info gathered. I think he was definitely a Scandinavian culturally and linguistically. But given that Rurikids have N haplo, he must have had Finnish ancestors. And the area of Sweden the Rus' came from, it still has noticible N haplo presence. Maybe it was originally Finno-Ugric like far north Sami regions, but assimilates by Normans.
And it really doesn't matter. The Rus' state was formed as a mix of Varangian Russes, Slavic and Finno-Ugric. With earliest Rus' cities being Finno-Ugric Beloozero, Rostov and Murom. It all stayed clearly in the chronnicles.

Well, Rus' definitely encountered Finnics first before penetrating deeper in what is now Russia, Belarus and Ukraine. After all Finland and Estonia still call Sweden "Ruotsi". And since Rus' was more of an occupation, it literally means oarsmen. They probably recruited Finnics, too. Or most probably just snatched them.
