It is taught here from 1st or 6th grade, but badly. Most people study it for 3 years but they are only after a certificate that says they have certain level of english. I did all of that and couldn't understand shit, watched a ton of ancien aliens on youtube without subtitles and improved a bit.

In my experience yes, although it probably doesn’t apply to those who are able to learn English. For those that don’t, their Spanish ranges from hillbilly accents with some attrition (forgetting Spanish words, weird syntax transposed from English sentences, and general Spanglish), to completely broken SSL (Spanish as a second language) and everything in between.
Moral of the story: careful when you learn Spanish from your maid Consuela.
