That's nice but still a far cry from first world status way more advanced economies haven't achieved yet. Firstworldness is not just about salaries but also maintenance level, urban planning etc. You can't be a first world country with overhead power lines for instance (that's why Japan's status is debatable).

It's all about the shitty response.
Duterte should have closed the borders and kept the Chinese out before it got here, but he was scared of China and thought of them as "friends". Now it's unstoppable.
And he knows the problem is that Manila is too crowded so it spreads easily there. So he made a program to help people return to their hometowns.

But unsurprisingly it just helped the virus spread because the people in Manila brought the virus with them to their areas.
