You don't have combatant status unless you serve or are immediately off-duty and ready to serve again. A Texan drone operator is a legitimate target when he is at home from the base, but a soldier not serving a year is not.

It also involves precise targeting. You can't just aim at Tel Aviv and say you were trying to hit Israeli army barracks.
