It's 20 minutes. The way it's written, it implies that it takes 10 minutes per cut. Sawing something into three pieces requires 2 cuts. 2 x 10 = 20 minutes.

Depends on the state. That tends to be a thing in the more Christian/conservative southern states. The way our education system is set up, education policy and administration is left up to the states and local municipalities so quality of education can vary wildly depending on where you live.
