I've been to both countries and Spain honestly seems to be in better shape. Roma's metro stations look like something from the 70's, buildings often seem to be decaying, streets at dirtier, taxi driver wanted to overcharge us, etc.
Madrid and Barcelona were cleaner, had nicer transportation, people were kinder and buildings looked better kept.
