People in rural areas have to drive a great distance to work and people who work in urban areas can choose to pay absurd prices for housing in the city or live far away in a suburb and commute in.
The electricity is because Australia and half of the USA are completely unlivable without air conditioning. The entire South is absurdly humid and hot and the Southwest is a desert with a high population.

B.) For the really arid areas near the Mexican border it's because our railroad/explosive technology wasn't advanced enough to blast through the rocky mountains without absurdly high cost so we bought a chuck of land from Mexico (Gadsden Purchase) south of the Rockies so the Transcontinental Railroad wouldn't have to tunnel through the Rockies. So our biggest railway went through this chunk of desert and many of the stops along the way became population centers due to this.
