These are called mobile homes because they have no foundatiuon and sit on wheels, which are usually removed when they are put in place but still left under or in the house so they can be put back in within a short time frame. The bottom of the house is just wooden paneling to cover up the chassis.

There's both. About half are permanent lots people own, with electricity, plumbing and water etc.
The rest are rented and depending on the lot, they can be very basic up to the full kahoot with the same luxuries as the owned ones.
Sometimes when someone has rented a lot for a longer period and wants to stay, the person can purchase that lot from the landowners.
There's a mix of both.
