I think it would become a federation of city-states with 2 novgorodian veches - federal with representatives from other cities and one for citizens of Novgorod itself. This federation wont expand as rapidly as moscow did and this state will be much smaller, maybe only with european steppes (secure food supply) and less settled parts of siberia (furs) as conquered territorries
