My friend that's the problem though, because of the rampant corruption no foreign corporation can do business in Mexico without having dealings with the shady elements. The only way to remain clean would be to not do business at all. This, of course, would have a negative impact on Mexico's economy and bring more Mexican's into poverty. The only way to help the environment and the people of Mexico is to remove the Narco influence.

This is a big sophism.
The ethical path would be to refuse to do business in Mexico or to at least adhere to labor and environmental regulations, the Canadian mining companies do neither of these 2 options.

I disagree, as I stated above refusing to do business with Mexico would actually have more devastating effects on the country as a lack of foreign investment would cause mass unemployment. This mass unemployment would actually drive more of the populace into the arms of the narcos (as they now have the only viable export business). As for the second option, of course, Canadian companies can be kinder and courteous and they should follow the try and be more sensitive to the environment. But the simple truth is that no companies are following the rule and regulations regarding environmental standards. If only foreign companies are expected to play by the rules and local companies don't then you'll end up with the same issue as the first were all foreign investment would cease. I don't think I'm being sophistic I think I'm being Utilitarian.
