Radically indirect democracy. A form of government where corporations, communities, conglomerates and other citizen-run organisations internally vote and push their motions/proposals to a central committee organised by the executive branch, be that an AI or some President or Minister-President, which then negotiates the different interests with the affected groups and then puts it to action. Bureaucracy with syndicalist elements catalysed by intelligent software designed by ethic committees, philosophers and ofcourse computer engineers.

i dont think this can work in religious countries like israel or any arab nation because the dominant party will always be a religious one and that wont benefit the minorities(seculars)

In other words; the complete and utter integration of each component of society in a political/party mechanism. The complete subdivision of political parties. Sybil System esque mechanic supercomputer to make sure the monkeys do what they tell themselves to do.

State inspection could enforce methods which make corruption impossible like organising the voting in state run facilities. Voting for a central leader could still be done in the traditionally democratic fashion but the participation rate has to be raised to 200% by not only involving all citizens but also citizen bodies in the form of corps. etc.
Maybe by means of loans and market manipulation a government could sneak bureaucrats on contract into privately run organisations to regulate them and to nationalise the economy to facilitate smooth transitions.

I just see it as a waste to have supercomputers and artificial intelligence and not use it for a new age communist-syndicalist government.

The first step is to use algorithms to nationalise the Internet in accordance with the law, e;g no obscene content or extremism.

Both aren't mutually exclusive but the problem about meritocracy is that you ended up with a class or dynasty of elite with wealth and connection to ensure that certain bureaucratic posts are controlled by them and their sycophantic underlings. I'm not saying Technocracy wouldn't be the same btw.
