Wisconsin is full of boomers and rich people with lake houses that cant sell them now. I drive around my county every day for work. Dozens upon dozens of houses on lakes, near lakes, near rivers, out in the hills overlooking fields and glacier carved areaa covered in oak. All for sale. No one buying. I came across a place in the middle of nowhere, a stone mansion with walls and gates, planted red pine and sugar maples all in nice patterns outside, for sale.
People dont want to pay the property taxes on a summer home and leave it in someone elses care in the winter months.

There are lots of bugs during the summer, but I never noticed a terrible smell on all the lakes I drove by. The county was pretty strict with their water regs. If there were HOAs on the lake communities they didn't seem to mind having the occasional trailer trash dump in their community.
Maybe someone grandfathered in, but most places were nice. Have wooden sign placards with family names on it or some name of their vacation spot. Everything rustic enough looking, but with a mowed lawn.
