because a couple of years before the start of this shitfest, the president signed like a fucking moron a bunch of international agreements involving human rights. soldiers and navy members can be fired and jailed for "excesive use of force" against civilians (narcos are still considerer civilians). also, AMLO went full schizo. i sometimes think he is senile and feels like he is in the XIX century. he has actually said that he wants to be remembered as the best president ever, so he wont allow the army to rekt them becuase that could be used by historians to damage his legacy (???)
