All successful capitalist countries have roughly followed the basic steps of:

>Gradually open up to free trade when domestic industry is competitive with international industries
Going full blown globalism without the proper industry to support the country makes it extremely vulnerable to predatory expansionist powers and turns the country into a modern day colony for international corporations.

For the actual business owners, there's virtually no restrictions at all as long as they tow the CCP party line. Virtually no labor rights or worker protections to speak of, and the owners of the businesses are the same people who run the country since you need to have tight connections to the Party.

Why would they? The entire reason Xi runs the anti-corruption campaign is because of how endemic the incestuous relationship between the Party and business is in China, it's actually getting to the point where the Party has to save face publicly by executing the most visible cases. They're profiting immensely off the dirt cheap labor of the Chinese workers, and will likely continue to do so because China can only continue being the industrial superpower it is as long as wages are low and protections scarce, otherwise just like in the West the manufacturing becomes economically unfeasible. Are you implying that no capitalist country has ever had any sort of social program or economic protectionist policies?
