It was pretty bad a few years ago, but they relocated a lot of them and the areas that were very heavily affected have been "watered" down a lot.
It's not perfect but it's probably the calmest this city has been in 20+ years right now, especially considering the fact it was a dark and gloomy city full of drunks and junkies when I grew up.
