Good for familiarising yourself with the lang, grammatical structures and shit, bad for vocab, it's literally the 10 premises over and over again

It does, but it shouldn't be used as a primary learning tool. It's great for repetition, drilling vocabulary and basic fundamentals of a language into you but (in my opinion) you still need to be reading through a proper grammar book, routinely writing in an exercise book, using flashcards, getting audio input etc.

Anyone that thinks a year of doing Duolingo 15 minutes a day will make them fluent within a year is deeply mistaken.

I assume anyone that does one simple exercise out of curiosity is considered as a 'learner' in those tallies.
