Over the bridges. But it's still an interesting way to design a city. It's like all those neighborhoods are their own separate units with one or two entrance ways, and then they all connect to a larger artery that you use to move from zone to zone. But now that I think about it, the area that I live in is kinda like that as well. There is only like two main roads that go through the district and connect to other parts of the city. Otherwise it's dead end streets for parking and access to buildings, and pedestrian alleys. It's just that this place is more dense with apartment blocks, whereas that is suburbia with detached houses
At least they have diagonal parking spaces. So much easier to access than the normal 90 degree ones

I guess it's not the worst way to design a city, there's plenty of homes for people. And maybe the highway can be used to divide city/election borders

The niceness of LA depends on where you're at. By the ocean or by the mountains = really nice areas to live and grow up. All of the middle-type areas are congested hellholes though.
