I doubt. If you want to build a house somewhere you have to know they are sustainable and to be sustained you have to own a farm and that land is basically unfarmable

You basically can ask for land (10 000 sq m per person) and if you can squeeze money out of it by any means (farming, business etc.) for 5 years then you can have it as property
