How you interpret a law is ruling on a law. It's not coincidence that this shift happened at the same time conservatives starting getting majorities on the supreme court, originalism was not something the right ever actually believed in it was just a way of striking down civil rights legislation they didn't like on technicality until a time where they had a court majority and no longer needed to let originalist technicalities get in the way of things they wanted. Things like the government being allowed to search people's communications without warrant.
