Ideologically Morocco's interests are this. They believe that they're entitled to that land.
So they attacked Algerian when we got our independence, refused to recognized Mauritania for almost a decade after their independence, and annexed Western Sahara after the Spanish left.
Geopolitically the region has a shitton of phosphates and some fishing resources, other than that I don't really know.

at one point we even started to give all of them full spanish citezenships but they keep chimping plus the international "anti-colonization" pressure, we ended giving up on this place.

the point is Morocco chose the US in the cold war, and the Polisario (and to some extent Algeria) chose the USSR, and now the US doesn't even look their way, compound that with the recent reports of stealing the EU and UN aid money and resources, and the extreme corruption of both Moroccan and Algerian governments, and what you get is a this retarded situation, Morocco wants the land for itself, Algeria wants to """help""" the sahrawis which has always meant a foothold in the Atlantic.
Morocco already fortified the borders, built the necessary institution, and migrated a large portion of its population to the area, so even if a referendum happens, it won't change anything.
TLDR: It's too late. We already absorbed the entire region.

I honestly never heard of this before, but I can assure you Morocco can't afford an actual conflict and if push comes to shove, annexation is logistically, financially and diplomatically impossible, and the return value is pretty small.
Morocco is trying to establish itself as a muslim alternative to Switzerland, (thus the recent mountain banks), that's the international formula going forward, especially since the GDP is incrementing smoothly now.
Don't pretend like the Algerian government are in any shape or form better than the Moroccan one, they are both corrupt assholes who would do anything to get a bigger paycheck. Point is, woe to the conquered. Almoravids conquered the area, so another person can easily argue that the casus-belli is reconquest and terrain solidification. Not much Algeria can claim, since you simply switched hands between the Ottomans and the frogs.
