We even have streetlights that actually work now.
They're gonna close the parks and actually renovate them so they don't look like weed infested sewer pits
They're about to destroy our decrepit, 3rd world public market and turn it into a modern ecotourist themed marketplace.

My point is that any country can build infrastructure even if they don't have money. The key to determine if you are developing or not is seeing if that infrastructure lasts in the long run or not, because maintaining infrastructure requires money and that money can only come from a healthy growing economy.
