Western as a classification stems mainly from cold war era geopolitics, even though it's associated with european culture it was just a means to identify the US and it's allies. It doesn't take into account culture so much as political disposition.
Cultural groups are extremely unique and can't be easily placed into groups without running into severe disparities. Only taking geography, system of government or religion into account is extremely simplistic and ignores too much information, making such distinctions worthless in modern times.
