Well most countries had access to it in general, but it didn't mean everyone had access to it at home, because it was expensive and dial-up was a nightmare (I didn't have broadband until the mid 2000's). Just like color TV existed in the 50's but barely anyone had it because of high cost and very few TV channel actually aired in color.

Dial up was a thing here from the late 90's to the late 00's
