Yes, the fascist rule that managed to reconcile deeply polarized and divided society where both sides committed atrocities at each other and the memories of these remained for a long time in the psyche of the people, yet despite all of this the country saw rising standard of living and was united against an overwhelming foe that represented the losing side in the civil war when WW2 began.
When it comes to innocence, no country is perfectly innocent, but if that innocence is compared relatively to what others have done, we are among the most innocent countries in Europe and the world too.

I'd say it's because the gap between citizens and the legislators is relatively small, so you generally don't have to riot to get the attention of those in charge.

It didn't, but it did receive economic input from imperialist powers in the west during the cold war. It was very much the Taiwan to the USSR's China in those days It wasn't as bad as the remainder of the axis, except maybe Italy, but the failure of the Finnish revolution was a tragic blow to the Finnish oppressed, a wound healed with the blood of Africans and asians, in the interest of the west
