For various reasons:
1.) much of africa was isolated form rest of the world so chess is relatively recent arrival there and I doubt colonial powers wasted efford teaching locals how to play it
2.) there are a coupple of board games native to various parts of africa and chess has to compete against these
3.) when you consider picking up chess, first things you learn is that computer will always paly it better than you making the game seem rather pointless to somebody not haling form a culture with a tradition of playing it
