There's tons of reasons for that... We have extremely dumb laws, extremely dumb population and excess of corruption.

In Brazil you can't build a road to produce 2x or 50% more because it's considered a crime (you're destroying trees). You can't expect people to invest tons of money on the industry and other areas, because our politics are unstable; in 2014 you have a "leftist" government and in 2018 you have a far right government. The education is cancerous, so the population doesn't know anything about history, Economy and they care a lot about equality and the combat against hunger.
In general our country lost the ability to compete economically and destroyed it's own industry that used to be big.
