They dispute territories between them, but they by no means control them totally(althought there are some isolated towns in wich thi is the case ), It works in a similar fashion with the government, stronger or uncontested states have greater control, weaker and highly valuable ones need constant help from the federal government(same reasoning for municipalities), in most of Mexico you don't actually see murders daily, but there are some places that are truly hellish. Corrupted government officials of all levels pact with criminals but the reach of those accords varies.
