Croatia is a tourist hotspot - the rest, less so. Belgrade is really metropolitan for European standards. Sarajevo is worth a visit for the culture and architecture. People are hospitable and tourists heartily welcomed. I think you will like it

I'm white but don't know how to talk to women - so can't help you there - but aside from that when you are with the lads they are great. Albania is cheap and if you stick in touristy areas you'll enjoy it. Small country so maybe a few days to a week will be enough.
Croatia was fantastic. Split, Dubrovnik and Hvar are awesome and you will enjoy your stay there. I hear good things about Bosnia and Serbia, but idk about the other regions. Just be mindful that some areas have issues with migrants right now, but aside from that they are actually pretty safe places, even with the historical violence in the area. They tend to be nice to tourists so long as you keep your shit together.
