It is more about inevitability of justice than severity.
Justice system where you are beheaded for murder but every second murderer can avoid it would be less effective than system where a murderer gets 20 years in prison but he can't hide from police or buy judge.

Europeans have been softened and made decadent by hundreds of years of liberalism turned neoliberalism and a indoctrinated distortion of real Western values into elevation of tolerance, pacific jam, and bourgeois notions of civility over everything else. The price they paid for perceived peace and prosperity is weakness.

Vigilantes are not really unheard of, but in the Dutch justice system it's severely punished. It's not uncommon for a vigilante to get more years in prison that the murderer would've gotten.
That doesn't mean there aren't people willing to sacrifice everything if their children get killed, for example.

Only a European can see multiple people including women and children slaughtered en masse or murdered in a house of worship and then turn around and call that “law and order”.
