Level 5 had to come in because they mad a mess of shutting and blaming the wrong places. It was always house transmissions. They even blamed those on the pubs. "Hurrr they must have got it from the pub first and brought it home" so by closing everything, house spread continued untill they had so choice but to full lockdown everything. Cases are getting better and it's not because of level five, but level rice should decrease the cases further now so fine.
