The safest age to be have children at is around 30, for both the mother and the child. 30 year old women have the smallest number of pregnancy and childbirth-related complications. And the beginning of the menstrual cycle doesn't mean that sexual maturity has been reached, most girls menstruate before they even begin ovulating and ovulation doesn't mean that full reproductive maturity has been reached either.
