The recovery package could be quite easily implemented as an Enhanced Cooperation Mechanism, just like the already in place ESM or OLAF, thereby only needing 9 member states to be put in place. They could literally copy-paste the agreement and vote on it tomorrow bypassing a Council veto
This is a most likely an inter-EPP feud, or a way to reassert Germany's influence in the EU, which has been sidelined since Macron became president of France and started having a more proactive role in the EU. Germany will "mediate" this dispute (don't let the memes fool you, Poland and Hungary usually vote following Germany in the EU as they are very linked by trade and economics) in its sphere of influence, reasserting its role as the traditional supporter of the EU's status quo, being in the middle point between supranational governance and intergovernmentalism

Nope, it's crucial for Poland and Hungary because as long as this budget is linked to the 'rule of law' (or more like how it is interpreted by main EU political forces), both countries will likely get nothing or very little out of it.

Same will happen if you are excluded from it in an Enhanced Cooperation Mechanism. Poland threatened to veto the green deal too, but it is an unsustainable position since it could be passed bypassing the Council, and at that point you wouldn't even get the just transition fund to help you decarbonise
As always, both sides will compromise
