We can and can't. Basically, we can't get tourism visa for Pakistan (and vice versa). There's only three types of Visa available for Indians in Pakistan- business, pilgrim and visitor. Business is self explanatory and you have to cite what reason you are going there and can't go anywhere else. Pilgrim is for people who want to visit religious sites of your religion that are now in Pakistan. You can visit a maximum of 15 sites (if I'm not wrong). Finally, you have visitor which is only viable if you have family living in Pakistan and want to visit them. Not sure about how it is for Pakistanis who want to visit India.

Yeah but unfortunately I don't see that happening any time soon. Both our countries' politicians rely on mutual hatred to remain in power. Pakistani politicians will say "vote for me and I'll make sure to BTFO India", Indian politicians will promise "vote for me and I'll make sure to BTFO Pakistan". If they don't concentrate on external shit like that, people will start asking about important stuff like development of the country which wouldn't be something either of these guys want.
