They just thought it was the same species back then but it turns out they can't even interbreed because of a different chromosome count. It is technically an "invasive" species but they don't care much about removing it because its impact on the ecosystem is almost the same.

I checked the numbers of eurasian beavers and there are quite a few nowadays there are around one million of them in the 1800s there were only 1200
