The real solution was to let everyone float in the atlantic. There was enough time to get most of those people into the water. It would have sucked real bad, but at least then proper rescue workers or even supes would have had all the time they needed. Can't leave any witnesses though. And all those deaths helped to push Homelander's gambit to get into the military.
But if even 1 person had died the optics would've been worse than saving nobody at all. Now he can say

I think his point was that he was tiny compared to the plane and putting that much pressure in one small spot would snap the plane in half. Then he said something about their not being enough time to take everyone to safety. I forget his reasoning for this.
