The real solution was to let everyone float in the atlantic. There was enough time to get most of those people into the water. It would have sucked real bad, but at least then proper rescue workers or even supes would have had all the time they needed. Can't leave any witnesses though. And all those deaths helped to push Homelander's gambit to get into the military.
