I agree, but not for the same reasons. I'm actually working in Japan now. The average American wouldn't make it here because they wouldn't be willing to put up with the bullshit. It's not about just BEING good here, you have to deal with the internal politics, posturing, ect in order to LOOK good.
You could be the world's most talented programmer, artist, or architect, but if you don't LOOK good, they have the feeling that you're not good. You can make yourself look good by doing stupid shit like, appearing busy, kissing the boss' ass, "working" late (just appearing busy past normal work hours), working harder not smarter, ect. Americans, for better or worse, are results driven.

no actually the average Japanese salaryman does jack shit all day. i was there half a year for a research project and got to meet lots of young workers that told me they just wait all day for the 課長 to go home so they can leave after him. most of them don't work hard but they work long af (easy 8am-9pm for some of them). they all wanted a comfy .gov job from 8am to 4pm most of their task is boring meaningless data entry or shit like that. not saying some of them aren't drowning in work, but from my experience not the majority
