This black screen error is happening because there is actually too much demand and the app was only designed as an MVP. It's the first iteration that's purpose is to find product-market fit, not to scale at this point. They haven't begun to scale or done any marketing in Latin America. However, they have done about $500k in transaction volume and have hundreds of transactions per day in the app according to the Reserve Chainlink Q&A.

In the Reserve app in Latin America, PayPal is an on-ramp and off-ramp bridging fiat to RSV. While there is not yet a formal partnership between PayPal and Reserve, I think you can connect the dots.
