It matters what state the 18 year old is in legally and the age of the minor matters too because many states have laws protecting young adults doing this sort of thing with minors only a few years younger than the adult.

It's equivalent. But regardless, if you're purely interested in how texting about doing something differs from actually doing something, as far as I know the texts can be treated as a confession/admission of guilt as long as they came from the phone owned by the adult. The adult would have to prove that either they weren't in possession of their phone at the time/thought they were texting someone else, which probably would not be easy.
