I always try to seed when I can, typically 'till 1.0 ratio minimum

I've been torrenting for 15 years. Before that I was doing P2P with Kazaa and Limewire. For most of my internet life I've had highspeed internet.

I've never once seeded anything for longer than it took me to remember to turn off seeds.

Imagine if the virus had several parts that needed to be transmitted and the same part could be transmitted multiple times. That virus would die out quite quickly even with an r value well above 1 as a result of the same parts being transmitted multiple times and individuals all leaving the infection pool before transmitting certain parts. That's how the 99.9% stall OP is bitching about happens. There is no longer anyone with 100% of the information on the torrent, so no one can get that last piece.
