I don't see how either of these points/questions are relevant to the OP's question. There's almost certainly separate writers, artists, gameplay designers, and programmers working on any AAA game. You're just deflecting the question.
I'm not sure why, but it does seem like the US in far ahead of any other country in terms of CGI, for movies especially. That being said, FF7R seems like a bad example of "bad graphics".
