When i joined the team ue4 was pretty much already in use. earlier the older team had an attempt to revive older engine (straight from 2010), but after all the calculation it was abandoned. funfact: game was never canceled. Grigorovich just decided to freeze the project because he know it would look like a shitshow in terms of modern day games even with low budget standarts.
