It's not cancelled, Nintendo has just put funding on "indefinite postponement". :)

Platinum had a lot on their plate so Bayonetta 3 was probably just starting development when it was announced. They released Astral Chain last year which was most likely what they were focusing on the most.

they're still working on it but 1. Kamiya is not director, 2. the guy who directed 2 is gone, and 3. Platinum basically took a break in development to pivot based on DMC5's success. Actually even before then, Kamiya saw DMC5 during development at Capcom and was blown away. It's why he made all those weird tweets about getting a realistic DMC title. Basically they're revamping Bayonetta's visual style and animation quality to compete.
