Black Flag had amazing water especially with the realism mod.
Arkham Knight also had great water that rarely even got noticed cause its not really in focus often but it looks fantastic. Then there is crysostasis which had fluid simulations that looked pretty fucking great cause they could refract light and actually stayed around, they came down from walls, pooled on the ground and got displaced by objects.
