How is it decrepit? Well, there's all the tombs and ruins that are completely unmaintained, and there's the fact that you meet Cleopatra, whose death heralded what is basically the end of Egypt as a major power. The year where this game is set is at the very very end of any good timeline of Egyptian history, during the fianial collapse.
