Because in their minds, the scene was made more grotesque by the mild sexualization the nipples offered. So they "toned it down" by covering it.
But then, imagine the same scene, only the head is in tact (let's say she has a small bullet hole instead) but the nipple is still shown. That gives off a different vibe entirely. Makes it seem more overtly sexual and less violent. So they (actually intelligently) decided to keep the aspect that kept the point and mood of the scene in tact while censoring the less important aspect while successfully toning down the scene.
