Game was a solid 2/10 because of a lot of extra shit it didn't need, poor world choices and the addition of those silly fucking carnival rides.
However Lingering Will and Terra-Xehanort tore copious amounts of ass and the DLC had Terra nailing Xehanorts left and right so it was a 10/10 game for those moments.

Sure, but the perception is still shifting. People still praise KH2 forgetting about what a fucking lackluster of a game that was. It was fine. Immediately obvious to anyone with a brain that it was rushed, which is unfortunate because the DLC proves what they can accomplish given enough time. As far as the story goes it was a complete mess, largely because it had so much other shit to tie in. Nothing the game itself does is that terrible, everything awful comes from DDD and the fucking mobage.
